Rolul şi locul serviciilor secrete în secolul XXI
Abstract: The situation created at international level, after the terrorist attacks from september 2001, imposed a long term re-assesment of the security concepts, which determined the re-thinking of the role and the competence extiction of the intelligence services from democratic countries. As a result, in the existing security environment, Intelligence Services, on the whole, have very complex and important missions (control of the assimetrical threats, terrorism, and transborder criminality, external contraspying, the promotion of political and economical interests, external cooperation etc).

Aspecte ale relaţiilor economice dintre Republica Moldova şi România
Abstract: The extension of the economical collaboration between the Republic of Moldova and Romania is enormous. It is observed an accent of the parentage of the commercial changes between these two states in the last years we can also mention about insurance between economical agents from these states in order to develop a modern trade, based on international standards. The relation between these, two soveign and independent states have a fawared character which results from the nation community, common culture language, and national history. The changes which took place in the political and economical structure of the republic of Moldova speak about a rising evolution of the external relation in general and economical relation in particular. The Republic of Moldova in its economical development stakes on the external relations an on the training of it in European Community, where it will obtain and financial support and to a progressive orientation and organizes its economical life to an external factor. The principal political external orientation is the base of the external politic of the Republic of Moldova. The main goal of it is in building a system with all international community which will asure a stability and prospect of the Republic of Moldova with Romania and Ukraine.

Realizatorii controlului democratic al sectorului de securitate
Abstract: The general concept of political control is identified with the specific interests of the society. An exact application of such identification is realized in a political system with democratic regime, which, exclusively, is able to assure in an authentic way the democratic control of the armed forces.
In this context, we define The Democratic Control of the Security Sector as a defining feature of the state of law and represents the ensemble of the prerogatives offered by the Constitution and by the law, to the political authorities, democratic elected, to establish the legislation regarding organizing, functioning and the responsibilities of the security sector, to determine their limits of action, and to verify the way in which their activity is compliant with the law and the decisions of the competent civil authorities.
The democratic responsibility of the security sector’s institutions presumes the presence of the executive power’s control, organizing the control of these institutions’ activity by the parliament and an indispensable issue is the participation at this process of the civil society. It can be affirmed that the purpose of the democratic control is not to accept the political influence over the security sector’s institutions’ activity.

Republica Moldova în politica noii vecinătăţi a Uniunii Europene
Abstract: The problem studied in this article concerns the relations between the Republic of Moldova and the European Union within the New Neighbour Policy promoted by the European Institutions. Simultaneously, the general aspects regarding the Action Plan between E.U. and the Republic of Moldova are also stated in this article. Another important question refers to the Moldavian Government’s external policy inconstantly promoted, manifesting a European option but, in the same time, it shows a tendency to the integration in the former Soviet area.

Interacţiune şi comunicare în activităţile de educaţie interculturală
Abstract: The paper presents theoretical and empirical data on interaction and communication strategies in intercultural education activities with university students. The aims of the presented subject as an optional course for teacher training program consist in developing assertive behaviour in intercultural communication and acquiring specific skills and competencies for positive interactions. There have been identified eight dimensions of the assertive behaviour describing patterns of interactions and communication. These dimensions have been analysed in relation with the proposed seminar activities using qualitative analyses as well as quantitative data. The perspectives opened by present study reveal that intercultural education should be based on active methods influencing the attitudinal and behavioural components of education.

Proiecte în şcoală: dimensiuni civice şi interculturale
Abstract: The article is investigating the impact of several educational projects -organised by high-schools from Oradea - in developing students’ civic and intercultural competences. Learning democratic behaviour presupposes developing initiative, personal autonomy and orientations towards producing collective goods. Intercultural education requires responsibility, openness and acceptance for the “different” other. These are effective if considering the trust dimension between people, groups and collectivises. The analysis is based on the data from two focus groups of teachers and students within the project „Building Together Active Citizenship in Oradea” in 2005. There have been differentiated five incentives for developing educational projects in high-schools: (1) educational marketing; (2) informative and formative dimensions, (3) debates (4) charitable initiatives and (5) providing services to students. The results highlight the importance of educational projects for developing students’ civic and intercultural competencies and organisational development of high-schools.

Abstract: The author of this study has for a number of years been in charge of the seminar on Intercultural Education delivered at the University of the North in Baia Mare. In her work here she presents five procedures which she created and experimented herself while working directly with students.

Formarea capacităţii de autoevaluare, cale spre dialogul interconfesional
Abstract: Religion gathers people around values generally, also providing them with identity support, and consequently the presence of religious issues in intercultural debates should not be disregarded. In order that acceptable results should be obtained in inter-confessional (and even inter-religion) dialogues, the parts need to be capable of self-evaluation, to relate critically and reflexively with the issues under discussion. This paper suggests a few methods that could facilitate the forming of the capacity of self-evaluation and inter-evaluation.

Interculturalitatea… o modă sau o realitate?
Abstract: Interculturality is a mistery that reveals along with each approaching strategy the shareing of a new and real life experience. The University „Aurel Vlaicu” of Arad is a space of interrferences, reason for us to disseminate a few of our unique experiences in Socrates-Grundtvig 4 – NILE European project.
During the two days of intense activity, the second edition of „Interculturality nowdays. Arad and multicultural education” Workshop gathered over 50 de participants, students, practitioners, teachers and professors, proposing a space for exploring and descovering of new intercultural horizons along with asimilating and assuming scientifical values regarding the intercultural education strategies.

Analiza ratei de non-răspuns în anchetele de opinie. Cazul unui chestionar privind cultura civică a tinerilor
Abstract: This paper aligns to the wider area of thematic questionnaire validity and reliability testing as well as external and internal factors that interfere with the responding process, imprinting denaturalized effects to responses and non-responses. In this sense, I have explored the level of responses and non-responses rate of a questionnaire regarding the evaluation of civic knowledge, attitudes and behavioral indices, on a sample of 812 pupils and students from Arad County.
The scientifically practice reveals four factors that influence the response rate: the characteristics of subjects, interview operators and as well as of the research environment. For the analysis, I have used the amount of data collected within the framework CNCSIS „The Civic Culture of Youngsters and Multiculturalism in the Context of Romanian Adhesion to European Union”, developed in an opinion survey regarding the attitudinal, behavioral and valuable level.
The starting point in explaining the non-responses phenomenon is the social exchange theory, the respondents negotiating their answering instead of a free hour. The main conclusions emerged from this study, aim factorial identification that fundament the non-responses phenomena as well as the domain in witch this fact recover within the greatest percentage.

Nevoia de interculturalitate sau despre efectele „perverse” ale educaţiei interculturale
Abstract: The paper deals with the development line of intercultural education over the years. Along with the senses and the objectives, there are treated key concepts like culture and identity, school and society and the negative and perverse effects of identity tensions.
Thus, intercultural education underlines an educative line that focuses on diversity awareness, especially ethnical, pursuing the development of the communicational ability – with persons accepting a different referent – and the tolerant and solidarity attitude.

Studii de caz post-moderne: videoclipurile muzicale şi filmul
Abstract: Music videoclips express exactly like visual advertising and films the idea of poetic methaphor and of art because of the perfect symbiosis: audio- visual and coregraphy rose to technical perfection. I, thus, consider that the hermeneutic effort is worth in this analysis! Showtime!
Gender stereotypes are preserved here too: the woman’s inner force works together with the man’s physical and character force. Social tradition is preserved originally and imitatively for cultural events and manifestations: Christmas holiday and marriage anniversary.

Educaţia interculturală la elevi
Abstract: Professor Dr. Dumitru Radu considers that education is a function of the spirit with deep roots into the intimate and clean life of civilization from forever. Education contributes to the spiritual existence of a person; it guarantees a person’s evolution towards his fulfillment, towards his true spirituality and development and through this, towards Salvation.
Education was called to shape the young generations in order to understand, evaluate and dominate the accelerated rhythm of the progression of contemporary life in all aspects from the understanding and application of life to the ways of communication. Education, today, goes through a perfecting process.
Together with the other study materials, the homeroom classes offer, through their nature and specifics, optimal ways to integrate the parallel educations. In the first place, because these classes do not have a rigorous content, since the content is determined by the concrete problems specific to a class and a type of school, by the local, national and international events, by the students’ interests etc. In this direction important implementations have taken place, together with the change in the education components.
New concepts appeared: the management of the students, the health education, the citizen education, the education of free time, the education of family life, psycho pedagogical knowledge, the self-assessment for career development, civil protection and last but not least cultural education.
Because of this, culture is passed on from one generation to the next, getting richer and continuously diversifying. The person who moves on to another cultural horizon, will be confronted with another perception of reality, with a mix of cultural visions specific to time and space, with a different way to form a relationship with another.
The intercultural education constitutes an ideological option in democratic societies and dreams of the future of civilization in a way that would allow it to make a good choice and be guided in the contexts of multiplying values.
The perspective of the intercultural concept can mitigate conflicts and the increase in violence in schools by the formation of attitudes. The intercultural education is dreaming of giving up the education of different cultures, a strategy by which the spiritual specifics are taken into consideration or in another way (the sexual differences, social and economic differences) avoiding as much as possible the risks that derive from the inequitable exchanges between cultures. The role of today’s schools is to give students a European conscious.
The intercultural principle, in an educational context, cannot substitute already existing schools but can join them and facilitate through the increase in the school’s mandate. The intercultural principle constitutes a medium in which the school can better reach its scopes of democratization, of equality of chances and cultural diffusion.
Aradul – oraş multicultural
Abstract: As thirst for truth and knowledge directs our steps towards God, „hunger for culture” determined me to be one of the participants in the symposium entitled “Interculturality in contemporary world. Arad and multicultural education”
I consider that I had a real benefit by being present at this workshop where I clarified my bewilderments regarding multiculturality and interculturality, because my interests were captured by Professor Lecturer Dorin Herlo’s paper “Interactive methods in intercultural education “ and the DPPD team.
The material presented at the symposium was very interesting and determined me to study supplementarily in this domain. This I wrote the following paper as a synthesis of my knowledge and feelings. In conclusion, the concepts of multiculturality and interculturality are parts of our life.
I was born in Drobeta Turnu Severin, where I spent my childhood with Romanians, Serbians, Jews, Turks and gypsies, then I graduated The University of Timişoara, a famous multicultural city, and got married in Arad where I have been living for twenty two years together with this ethnic groups. In my professional life, not only in the social on, existed several contacts with these groups: at “Henri Coandă“ High School where I am teaching and at “Csiky Gergely” High School where I had taught for fifteen years. There is a great ethnic variety among pupils, there for the problems discussed in the paper such as: nationalism, discrimination, prejudice, minorities, ideology regard everybody.
We must citizens of Arad country or any other Romanian citizen, eliminate the eventual conflicts that may occur among these groups through tolerance and wisdom in order to live in a world opened for communication, trust, friendship, to evolve by interacting with different cultures, finally to tend for a United Europe without cultural barriers.
